EU Launches Digital Product Passport Registry and Test Environment
The European Commission has launched the EU Digital Product Passport Registry, together with a test environment, technical guidance and helpdesk. The infrastructure indexes DPP identifiers and metadata while detailed product data remains decentralised.
Central Index Instead of a Product Data Repository
The DPP Registry serves as the EU-level indexing service for Digital Product Passports associated with products placed on the European market. It stores unique identifiers, registration information and high-level metadata, but not the complete technical, sustainability or compliance data contained in each passport.
Detailed DPP data remains under the responsibility of the relevant economic operator. Companies may host the information within their own infrastructure or use an authorised DPP service provider. The Registry record links to this decentralised data through the product’s unique identifier.
The European Commission’s user guide confirms this architectural separation. The Registry contains the information required to identify and access a passport, while the economic operator remains responsible for the availability, accuracy and maintenance of the complete DPP data throughout the product lifecycle.
Infrastructure for Compliance and Market Surveillance
Before a product subject to the relevant DPP legislation can be placed on the EU market, the responsible economic operator must register its passport according to the applicable legal and technical requirements.
The Registry is also designed to support enforcement processes. Customs authorities will be able to verify whether imported products have a valid registered DPP and whether the required commodity code has been supplied. Market surveillance authorities will receive access to registered passports for defined compliance purposes.
A technical component containing data models, structures and semantic definitions will support harmonised processing of DPP data points across the Registry.
Verification Required Before DPP Registration
Economic operators access the Registry through EU Login. Before an organisation can register or manage passports, it must complete an enrolment and verification process. Only verified economic operators are authorised to perform DPP registrations.
Verification involves a PDF declaration generated and sealed by the European Commission. Legal persons must apply a Qualified Electronic Seal, while natural persons acting as sole traders must use a Qualified Electronic Signature. Both must be provided by a Qualified Trust Service Provider.
After verification, the applicant becomes the administrator of the registered organisation. DPPs can then be submitted using an online form for an individual passport or through file upload for individual and batch registrations.
Each registration requires a Unique Product Identifier. According to the guide, the UPI must use a URL format compliant with the relevant CEN/CENELEC JTC 24 standards and resolve to the location where the economic operator hosts the passport data.
Test Environment Available, Product Models Still Under Development
A separate test environment allows companies and technology providers to examine Registry functions and workflows without affecting production data. The Commission also provides technical documentation, implementation guidance, webinars and a dedicated helpdesk. A separate EU Login account is required for the test environment.
The current User Guide for Economic Operators is version 1.01, published on July 28, 2026. It covers organisation enrolment, verification and the registration and management of Digital Product Passports.
However, the availability of the Registry does not mean that all product-specific registration processes are complete. The guide states that successful registration of battery passports is not yet possible because the required semantic catalogue has not been defined. Batteries are currently the first preselected product group in the registration workflow.
Clear Architecture for DPP Implementation Projects
For system integrators and DPP solution providers, the launch defines an important technical boundary. The central Registry handles verification, identifiers and registration metadata, while passport hosting, data maintenance and product-specific content remain decentralised.
Implementation projects must therefore coordinate organisation verification, qualified electronic certificates, identifier management, resolvable DPP hosting and future product-specific semantic models. Economic operators should also test registration workflows and clarify responsibilities for data availability and lifecycle updates before mandatory product requirements enter into force.
