With more than a decade of RFID experience, the French city is preparing the next generation of library automation while transforming its central Bibliothèque Toussaint for reopening in 2028.

The City of Angers, located in western France in the Pays de la Loire region, has launched a public tender for the supply, installation and maintenance of HF RFID equipment across its municipal library network. The four-year framework agreement has an estimated value of €410,000 and a maximum value of €475,000, excluding VAT. Suppliers have until October 20, 2026, to submit their bids.

The procurement comes as Angers undertakes a major transformation of its central Bibliothèque Toussaint, scheduled to reopen in 2028. The project is expanding the historic library with new public spaces, improved accessibility, a children's area and a dedicated games library.

The RFID tender covers the wider municipal library network rather than the Toussaint redevelopment alone. Together, the developments illustrate how library modernization involves not only buildings and public spaces but also the technology supporting everyday operations.

Building on More Than a Decade of RFID Experience

Angers is not introducing RFID for the first time. In 2013, the city awarded Dutch technology provider Nedap a contract for RFID equipment and maintenance across its library network, which at the time comprised one central library, eight neighborhood libraries and approximately 420,000 documents.

The new procurement builds on more than a decade of experience with RFID in library operations. It provides an opportunity to modernize existing infrastructure, introduce updated equipment and extend automated services across the library network.

With its long-standing RFID experience, Angers is building on an established technical foundation to modernize lending, returns, inventory management and document security while introducing additional automated services.

HF RFID for Self-Service, Security and Collection Management

The new contract covers RFID-based document security, identification equipment, consumables and visitor-counting solutions. Its technical scope includes HF RFID tags operating at 13.56 MHz, readers for library workstations, self-service equipment, security gates and mobile devices for inventory management.

HF RFID enables the simultaneous identification of multiple library items without requiring direct visibility of individual labels. At self-service stations, visitors place several books on an RFID reading surface, where the system registers them in a single transaction instead of scanning each barcode separately.

The same RFID tags support automated returns, inventory checks and electronic article surveillance (EAS). Mobile readers identify tagged media directly on library shelves, while security gates detect items whose lending status has not been properly cleared.

A further requirement concerns an automated external returns system at Bibliothèque Toussaint, designed to identify returned materials through RFID and accommodate at least 600 items.

The system must also integrate with Axiell's V-Smart and Iguana software environments, connecting physical media handling with circulation records and digital library services.

RFID as Part of the Future Bibliothèque Toussaint

The redevelopment of Bibliothèque Toussaint is intended to create a more accessible and versatile cultural destination. A new wing will provide approximately 1,600 m² of additional space, while renovated historic areas will accommodate heritage collections and exhibition facilities.

The reopening, planned for 2028, will bring together traditional library collections, cultural activities, learning spaces and new visitor services.

In this environment, RFID provides the technical foundation for automated lending and returns, collection management and document security. Self-service stations simplify borrowing and returning materials, while automated identification and inventory processes reduce repetitive manual tasks for library staff.

For Angers, the next step is to combine its established RFID experience with updated hardware, interoperable software and maintainable systems that support the library network over the coming years.

The ongoing redevelopment and the new RFID procurement are separate publicly documented projects, but together they illustrate the physical and technological modernization of the city's library services.

Four-Year Contract Open to RFID Suppliers

The procurement is organized as a single four-year framework agreement covering equipment supply, implementation and maintenance.

Offers will be evaluated on price (55%), technical quality (25%), environmental criteria (10%) and IT security (10%).

The submission deadline is October 20, 2026. The tender reference is V26DCPCHRFID, published under French notice number 26-88223.

For RFID manufacturers and system integrators, the project represents a commercial opportunity to supply technology for an established library network entering a new phase of modernization.

Full tender details are available in the official French public procurement notice (BOAMP No. 26-88223). Further information on the Bibliothèque Toussaint modernization project is provided by the City of Angers.
